WA:Machete used in Perth home invasion

PERTH, Aug 23 AAP - Four men wearing balaclavas have burst into a home in Perth's north
and threatened two teenagers with a machete before stealing electronic equipment.

Police said the men demanded money from a 17-year-old boy and his 14-year-old sister
at the house in Alexander Heights at about 3am (WST) on Tuesday.

When told there was no money, the men took electronic equipment, a police spokeswoman said.

The Victorian government has rejected a controversial buyout of properties in high-risk
bushfire areas .. but agreed to a new fire services tax, in the wake of the bushfires
royal commission final report.

Premier JOHN BRUMBY is also continuing to baulk at suggestions all the state's ageing
electricity infrastructure should be progressively replaced.

The premier says the government will support 60 of the commission's 67 recommendations.

This includes the new fire services tax and recommendations restricting development
in fire risk areas.

But the commission's voluntary retreat and resettlement recommendation for people in
high-risk bushfire locations has been flatly rejected.

Queensland's industrial watchdog says the state's students will be adversely affected
.. if teachers don't supervise the national numeracy and literacy tests.

The Queensland Industrial Relations Commission yesterday ordered teachers to supervise
the NAPLAN tests.

The Queensland Teachers' Union had voted to boycott the mid-May testing .. saying the
results would be used to compile unfair comparisons of schools on the federal government's
new MySchool website.

But Industrial Relations Commission deputy president ADRIAN BLOOMFIELD says students
are likely to find it intimidating if their teachers don't supervise the test and external
supervisors are forced to step in.

SYDNEY, Dec 7 AAP - Opposition Leader Tony Abbott needs to get serious on climate change,
having been exposed as a "pretender" by his predecessor, Environment Minister Peter Garrett
says.

Mr Abbott on Monday refused to comment on reports his treasury spokesman Joe Hockey
had estimated the cost of the coalition's new climate policy at $50 billion.

But Mr Abbott did not deny he had a "tense" discussion with Mr Hockey about climate
change during the party's recent internal ructions.

"The last thing I would do is attribute emotion into those discussions," Mr Abbott
told ABC Radio on Monday.

Former opposition leader Malcolm Turnbull slammed Mr Abbott's climate change policy
in a blog entry on Monday, saying it had descended into a "farce".

Mr Garrett said the Liberal Party was once again in disarray over climate change.

"It's incredibly important that Mr Abbott squares up to the fact that you can't play
fancy feet with climate change policy. You've got to be fair dinkum," he told reporters
in Sydney on Monday.

"The national interest and the international interest depends on it."

Mr Garrett said it was clear Mr Abbott did not have a climate change policy.

"The bell has already tolled on Tony Abbott's absolutely absent climate change policy.

"Here we have the former opposition leader Mr Turnbull belling the cat on his colleague
... Mr Abbott and saying the emperor has no clothes.

"And because the emperor has no clothes, it's time for Tony Abbott to fess up that
he doesn't have a climate change policy."

He said Mr Turnbull's blog entry showed Mr Abbott was a "pretender" on climate change.

Mr Garrett's comments come as United Nations climate talks begin in Copenhagen on Monday.

He said Copenhagen was an important meeting bringing countries together to agree on
how to reduce carbon emissions.

"We may not see the treaty that was originally anticipated - I think that's clear -
but what we do need is an effective agreement amongst countries as to how they're going
to move forward.

"As to how, together, they're going to find common cause to reduce greenhouse emissions."

Fed: Australia's Next Top Model breaks Foxtel record

SYDNEY, April 29 AAP - The launch of the fifth series of Australia's Next Top Model
has entered the record books - becoming the most watched premiere on pay TV.

An average national audience of 302,000 people tuned into the show on Tuesday night,
during which the 13 finalists were introduced.

The figures were 25 per cent higher than last year's program and a spokeswoman said
it was the highest rating launch across the Foxtel platform.

That was good news for co-executive producer and new host Sarah Murdoch, who has replaced
Jodhi Meares.

The high ratings come after much publicity for the show, with judge and designer Alex
Perry coming under fire for some of his comments about finalists.

NSW: Man survives balcony fall.

A teenage man has survived a balcony fall in Sydney's eastern suburbs.

The 19-year-old backpacker from England fell off a fourth-storey balcony in Alfreda
Street .. Coogee .. about 12.20 (AEDT) this morning.

He landed on the third-storey balcony below.

He's been taken to the Prince of Wales hospital in a serious but stable condition and
is expected to undergo surgery for his injuries.

Police are investigating the incident .. and don't believe the fall was due to suspicious
circumstances.

Alcohol may have been a contributor.

SYDNEY, April 10 AAP - NSW opposition frontbencher Pru Goward has taken a swipe at
her counterpart Verity Firth, likening her to a "little girl" who would be easily intimidated
in cabinet.

Ms Goward, the former federal sex discrimination commissioner and current opposition
spokeswoman for women, climate change and the environment, criticised some of the climate
change grants Ms Firth awarded to big business.

She said the money would be better spent on smaller businesses who are showing innovative
ways to save water and reduce carbon emissions.

Ms Goward said Ms Firth, whose ministerial portfolio includes climate change and the
environment, did not have the capacity to stand up to Treasurer Michael Costa, who is
a well-known climate change sceptic.

"I am sure she is being intimidated in the cabinet," Ms Goward told AAP.

"They would just be saying: 'Shut up, Verity, run away and make your announcements
and don't bother us'.

"That's a cruel quote, but you can see it in the room. Pat her on the head, 'off you
go little girl, go and announce your little policies but just don't get in the way'."

Ms Goward's comments come after Ms Firth earlier this week announced $11.7 million
in grants to businesses to help them implement environmentally friendly changes.

The sum included $1 million to Bunnings hardware for upgrading lighting in stores around
Sydney, and $444,000 to Kelloggs in Botany to upgrade equipment.

Ms Goward said big businesses like Bunnings and Kelloggs didn't need government assistance
and would be more than willing to make these green changes themselves.

She said there were much better ways to spend the money but Ms Firth didn't have the
political experience to stand up to Mr Costa to bring about real change.

"She doesn't want to upset anybody, she doesn't want to make a difference because she
hasn't got the support of cabinet," Ms Goward said.

She has also criticised Premier Morris Iemma, saying he must show leadership and demand
an agreed position within cabinet on climate change.

Ms Firth rejected Ms Goward's views, saying her comments were disappointing for a former
federal sex discrimination commissioner and the opposition spokeswoman for women.

"Her remarks make it more difficult to encourage young women to aspire for senior roles
in public and corporate life," Ms Firth said.

"I'm happy to be judged on my performance - I'm not interested in engaging in personal attacks."

The 40-year-old man cannot be identified because his name has been suppressed by court order.

Victoria Police Drug Taskforce Detective Inspector Steve Smith said the arrest was
the result of a joint effort between the AFP and Victoria Police, with help from Interpol.

He said the man had absconded while on bail in 2003.

"We are pleased to have been able to provide assistance to the Australian Federal Police
on this matter and we will continue working with them in relation to this person in the
future," Det Insp Smith said.

"This person has always remained a person of interest to us and we are pleased he has
been located and will be returned to Australia where he will face serious consequences
for his actions," he said.

"His arrest today is an indication of the level of commitment of the members of the
Drug Taskforce.

"We took steps to have his details listed on Interpol ensuring that he would come to
the attention of international authorities and always remained confident that eventually
he would be located and justice would be served."

NSW: Labor won't allow low-wage replacements for sacked workers

The federal opposition says a Labor government won't allow a worker to be sacked and
replaced by someone at a lower wage.

Industrial relations spokeswoman JULIA GILLARD says a decision by the Australian Industrial
Relations Commission .. allowing a company to sack a worker and readvertise his job at
lower pay .. is deeply disturbing and unfair.

Ms GILLARD says under a RUDD Labor government and its new industrial relations system
.. workers will be able to complain if that happens to them.

The AIRC has heard the case of 42-year-old ANDREW CRUICKSHANK .. who was employed at
the Priceline retail chain until he was made redundant last November.

His salary package totalled 101 thousand dollars but when the job was subsequently
readvertised .. a salary package of only 75 thousand dollars was offered.

The AIRC yesterday found the company had terminated Mr CRUICKSHANK as a result of its
financial difficulties .. and a subsequent decision to reorganise its structure.

It ruled the grounds for sacking workers under Work Choices legislation for "operational
reasons" were much broader than the grounds that existed under the previous legislation.

the Anglican Archbishop of Sydney, Peter Jensen, said today.

Dr Jensen offered his sincere condolences to leaders and members of the Catholic church
on the death of the Pope.

"He was a man of great courage, indeed one of the great leaders of this and the last
century," he said in a statement.

"Maintaining an unswerving fidelity in his adherence to the traditional teaching of
his church, he was always an advocate for human rights.

"In particular (he) took a resilient stand for the sanctity of human life, especially
for the rights of the unborn and for those who cannot speak for themselves.

"Our Roman Catholic friends can be assured of our sympathy in their loss of this significant
church leader."

Just so there'd be no misunderstanding her intent, Courtney Love made her position crystal clear in an interview with the Los Angeles Times last year. She was going to fight the record industry; she was going to get out of her recording contract.

Love wasn't battling for herself, but for all musicians' rights, she said, and absolutely nothing was going to stop her. As musicians, lawyers and accountants have said over and over again, the music industry screws over the artists illegally and unfairly. Someone had to end it, and Love vowed it was her.

``I could end up being the music industry's worst nightmare: A smart gal with a fat bank account who is unafraid to go down in flames, fighting for a principle,'' Love told writer Chuck Phillips.

``Somebody has to put a stop to this crap. I've been evangelized. I'm ready to take this thing all the way to the Supreme Court.''

Instead, she took it all the way to the bank.

Love went down in flames, all right. This week she announced that she had settled her lawsuit with Universal Music. Instead of striking down contracts that were unfair to artists, Love walked away with the industry intact and a truckload of cash - most of it from negotiating away future royalties from the work of her dead husband, Kurt Cobain, and his band Nirvana.

What a lucky, lucky girl. A few months ago, open feuding between Love and the surviving members of Nirvana made it look like we'd never be hearing new music from Cobain, dead for seven years.

But just in time to extract a bunch of money from Universal Music and get new Nirvana product out in time for Christmas, Love managed to patch up her feud with surviving Nirvana members Dave Grohl and Krist Novoselic. She managed to leverage the deal with a Nirvana greatest hits CD (now with a Nov. 12 release date) and the unreleased song, You Know You're Right.

Heck, they've already planned into 2004 with a box set and rarities.

``I plan to continue my advocacy of artists in Sacramento and Washington, where this belongs,'' she said in a statement.

Gee, if it belongs there, then why did she take it to a courtroom? Oh wait, right, yeah, it was the money.

``I look forward to joining my fellow recording artists as we look for solutions to the problems we face in the music business. We must all work together through lobbying and collective bargaining to create the opportunities that have been lacking in our careers,'' she added.

More than one wag online has pointed out that Love's claim is much like O.J. Simpson's vow to find the real killers.

Universal released Love from her recording agreement in return for the rights to the Nirvana catalog - music that she had no hand in making (except for possibly inspiring the scathing songs You Know You're Right and Heart Shaped Box). In return, Universal released her and her band, Hole, from a recording contract that made them, oh, dozens of dollars over the past few years.

Anyone who has paid attention isn't surprised; Love has been nothing but a self-promoter since she came into the public eye. There was little doubt that despite the strong words, the only beneficiary when all was said and done would be Love herself.

One of the few bright spots out of all this is that fans of Cobain will get some new music. You Know You're Right is a classic piece of Nirvana work, and they're going to finally hear it.

Knowing now how Cobain's life was unraveling in January 1994 when this song was recorded, it makes his sarcastic lyrics all the more unsettling as he snarls: ``Things have never been so swell / I have never felt this well.''

Cobain was sick of the music business and sick of Love. He'd talked about divorcing her and stepping away from music. Three months after recording this song - with its chorus of drawn-out moans of ``Pain! Pain!'' - he was dead.

You Know You're Right was leaked to the Internet last week, so fans can download and hear this without putting another ill-gotten penny into Love's Gucci-designed pockets.

Don't you just love a happy ending?

Oh well. Whatever. Nevermind.

Cats in the night; There's a lot of action and noise after dark on the Mississippi River, and anglers can find large catfish amid the hubbub.(SPORTS)

Nighttime on the Big Muddy, and everything is moving.

A tugboat, running lights aglow, its three big diesels wheezing to within a few thousand RPMs of redline, strains against the current, pushing a triage of barges, one lashed to another.

Above the tug's pilothouse, a gimbaled spotlight pierces the blackness, scanning shoreline to shoreline, buoy to buoy.

Upstream, prepared to receive the tug, locks swing open; their operator - like the riverboat pilot - is invisible in the night.

Not far away, over rusty tracks, a train clangs south, one car following another and another still, the convoy stretching to all the way back to yesterday.

Amid this, Chris Tuckner anchors his boat, impales a sucker minnow with a 4/0 laser-sharpened hook and tosses the baitfish overboard.

Anchored in his boat 20 yards to port, Tim Deiman prepares a similar delicacy and pays out 50 feet of line, feeling the river bottom with his sinker.

A match is sparked. Someone fires up a stogie.

Welcome to the night.

Welcome to cat fishing.

Tuckner and Deiman have chased catfish a long time. Tuckner grew up in St. Paul but has lived near the Mississippi, in Hastings, many years. Deiman passed his childhood upstream, in St. Paul Park.

The two will tell you that on the three nights a week they spend on the Mississippi, they rarely see other cat fishermen.

"Which is funny," said Tuckner, "because the catfish really has no peer except maybe for muskies.

"And fishing for cats, you don't have to make a thousand casts before you get a hit, like you do muskies."

On a typical night, Tuckner and Deiman push off about 8 p.m. They could go earlier, but it wouldn't do much good. Go later and they might miss a fish or two. So it's 8.

About that time on a recent evening, Tuckner, Deiman, Star Tribune photographer Jerry Holt and I went looking for cats.

Channel or flathead, it didn't matter. Size did. The bigger, the better.

Ask Deiman and Tuckner and they'll tell you cats can be fished with equipment of the toy-store variety. Or proper gear can be used. St. Croix makes a special catfish rod, which these guys use. For line, they like either braided Dacron or Fireline. Their reels are high-tech, fiberglass line-counters.

"A good cat can run off 100 feet of line in no time flat," Tuckner said. "At some point, you've got to bring 'em in against the current. To do that, you need good equipment."

In these enlightened times, it should go without saying that not all catfishermen are toothless river rats devoid of friends, spouses, even dogs. It is true that such people are part of the lore and legend of catfishing, as are packs of Camel straights, plastic containers of cheap tanglefoot and long nights passed on riverbanks watching barges - and life - go by.

But catfishing has seen the future, and Tuckner and Deiman are it. These guys even have jobs(!), specifically in the highly demanding and much-ballyhooed field of technology, about which they can talk all night, if asked.

They also are on the Internet daily, clicking their way through sites such as http://www.walleyeguides.com and http://www.fishtheriver.com, for which Tuckner, as a sideline, is Mississippi River Pool 3 reporter.

Of our bunch, Tuckner was the first to sense action. I say sensed because in catfishing a certain intuitiveness about what is happening on the river bottom, or what might be happening on the river bottom, is required.

Example: A good catfisherman should be able to envision, even though separated from the bottom by millions of cubic feet of dirty water, the telltale individual behaviorisms that signal the presence and in some cases bites of channel and flathead cats.

Channel cats, for instance, whose mouths are smaller than flatheads', might make initial runs of 30 feet or more. Then they stop. And go again. Perhaps faster the second time.

"With their smaller mouths, channel cats have to stop to turn the sucker minnow around so they can swallow it," Deiman said. "Then they make a second run."

Flatheads might never stop once they take the bait. Unless they're made to.

"The state record for channels is 38 pounds," Tuckner said. "For flatheads, it's 70 pounds. Either way, it's a lot of fish. When you set the hook, you've got to be ready."

The fish that had picked up Tuckner's bait made an initial run. Then stopped. And ran again.

Tuckner took a breath, snugged the line tight ... and set the hook.

Nothing.

"Catfish have a lot of cartilage in their mouths, which is why we use the laser-sharpened hooks," he said. "Still, sometimes it doesn't work. You just don't hook up."

Twenty minutes after Tuckner's failed hookup, Deiman had himself a fish.

Though hooked flatheads feel heavier than channel cats because they scoop so much water into their mouths, Deiman didn't know what he had until the fish was alongside the boat, illuminated by the stern light.

As it happened, this also was a channel cat, and not a particularly big one, maybe 12 pounds. But it had struggled mightily, aided by the current, before being netted.

The fish was released.

"You think you know what it might be when you're reeling it in, a channel or a flathead," said Deiman. "But you don't really know until you see it."

Ten minutes later, I was watching my rig, an index finger on my reel, when my spool began reversing itself, sending line into the river.

I waited a good long while. When the line went limp, I slowly brought it taut. In seconds, the fish renewed its run, and I set the hook.

As I did, a tugboat passed, en route upstream. In the darkness, the pilot could not have seen me fight the fish, a channel cat.

Nor could he have seen the fish netted, or seen it held aloft to be photographed.

As tug pilots do, this one was passing his night on the Mississippi weighing currents, judging approaches and slipping into locks.

We, on the other hand, were tying knots, baiting hooks and reaching for big nets.

Same river, two worlds.

My cat wasn't a wall-hanger. But it was a feisty specimen, and fun to tangle with in the dark.

Said Tuckner, "Catfishing on the Mississippi is 99 percent pure boredom and 1 percent pure panic."

Deiman would catch one more cat, a flathead. We didn't weigh it. But had we, the fish would have tipped the scale at 20 pounds or more.

John Milton once asked, "What hath night to do with sleep?"

A point well-taken, particularly by catfishermen. It's not impossible, after all, to sleep one's life away. Or at the very least sleep away a lot of good catfishing.

Our outing, which had begun one day, ended the next. Returning to the landing, we used spotlights to find buoys that marked the proper channels.

Gathering itself, as always, into swift currents, the Mississippi by then was ours alone.

Fishing catfish on the Mississippi

- Experienced anglers typically anchor out of the main channels, well ahead of wingdams. A hooked catfish that is allowed to swim over a wingdam might not be landed.

- A variety of baits are used. Sucker minnows work well, the bigger the better. A variety of "stinkbaits," including raw meat, also are used.

- Weights between 1/2 and 1 ounce often are used, depending on depth of water fished and current strength. Leaders about 3 feet long allow baits to swim freely.

- A catfish's whiskers can't hurt you, but its exposed spines on its back and sides can. Handle with caution.

- The state record flathead catfish weighed 70 pounds. The record channel cat weighed 38 pounds.

Hamburg-based market research firm yStats.com published in its latest Western Europe B2C E-Commerce Report 2011 the most recent figures highlighting trends, revenue, market shares, products, customers and competitors in e-commerce markets in Great Britain, France, Spain, Italy, the Netherlands and Belgium. Additionally, yStats.com also provides individual country reports for the first four aforementioned countries.

In Great Britain, the largest European B2C e-commerce market, in 2010 more than 70 percent of all households had Internet access, while in January 2011 almost 90 percent accessed shopping websites. B2C e-commerce revenue grew between 2009 and 2010 by approximately 10 percent. Amazon was the B2C ecommerce website that generated most of the traffic. Likewise, m-commerce is expected to grow considerably. Furthermore, the yStats.com report shows that e-commerce revenue grew in France from 2009 to 2010 by more than 20 percent, along with the number of online shoppers, whose share increased by 12 percent. In 2010, more than one quarter of all French citizens ordered clothing and sports goods online. PPR, the leading French B2C generalist, generated in 2010 2.3 billion EUR in B2C ecommerce revenue (growth of 21 percent compared to 2009). However, only approximately 10 percent of all mobile phone owners in France used m-commerce in April 2010 - less than in Great Britain and Germany.

B2C e-commerce sector continues to grow in Southern Europe The Western Europe B2C E-Commerce Report 2011 shows that in Spain most online purchases were made from the manufacturer's website or from online pure players. However, less than 25 percent of all Spaniards ordered online, which is less than the EU average. In October 2010, Amazon.com acquired the Spanish online shopping club BuyVIP. In Italy less than 20 percent of the population purchased products online, which is also lower than the EU average. This trend could however be reversed with the launch of the Italian Amazon website. Furthermore, in 2010 as many as 17 percent of all B2C e-commerce companies offered apps for smartphones and 10 percent had a mobile website.

Progress in Belgium and the Netherlands as well In Belgium household items and clothing were the most popular categories for online purchases.

Leading B2C e-commerce retailers included generalists La Redoute and 3 Suisses. However, less than 5 percent of all Belgians used their mobile phones to access the Internet, which is below the EU average. In the Netherlands in 2010 the number of online shoppers increased by 7 percent compared to 2009, totalling more than 9 million. Bol.com, Wehkamp and Neckermann were the most successful online retailers.

SAN DIEGO, May 23, 2011 /PRNewswire/ -- The United States Air Force (USAF) C-130 Systems Integration Laboratory has received an initial Small Airborne Joint Tactical Radio from the Lockheed Martin (NYSE: LMT) Airborne, Maritime/Fixed Station Joint Tactical Radio System team. The initial pre-engineering development model radio with initial Wideband Networking Waveform (WNW) functionality will be used to support integration and architecture validation activities for the lead AMF JTRS USAF platform, the C-130 AMP aircraft, within the Mobility Air Forces Airborne Networking Integration program.

AMF JTRS is an encrypted Internet-protocol enabled networking radio that, through the use of software defined radio technology, provides joint users with secure, real-time, interoperable voice, video and data communications.

"This is a significant event for the JTRS Enterprise as it represents the first opportunity for the USAF to begin working 'hands on' with software defined radio interfaces for the C-130," said Mark Norris, Vice President for the Joint Tactical Network Solutions division with Lockheed Martin's IS&GS-Defense. As a result of its software-defined architecture, AMF is also capable of legacy waveform communications, resulting in improved interoperability.

KIT CARSON ELECTRIC CO-OP CURBING PLANS TO OPERATE GAS STATION.(News)

Kit Carson Electric Cooperative will not pursue plans to open a cooperative gas station. The formal announcement was made at the co-op's annual meeting, June 16.

Luis Reyes, CEO of the cooperative, said some due diligence research had been conducted into the plausibility of opening a cooperative-run gas station but found at the present moment it could not give the time and focus to the project.

The idea surfaced after a 1999 survey that asked members what sort of areas they would like to see Kit Carson diversify into. The feedback on that survey resulted in the cooperative opening a propane division, Kit Carson Telecom Internet service, and involvement with economic development. Members also suggested a gas station and Kit Carson began looking into the feasibility of such a venture.

With other energy issues dominating their time, Reyes said the co-op's plate was too full to take on any other projects. "Maybe in the future, but not right now," said Reyes.

The cooperative is currently focusing on renewable energy, predominantly solar power.

"The problem with gasoline is that is so volatile," continued Reyes. "It would require a lot more study and time than we can give it."

Kit Carson had looked into a number of different models for running a cooperative gas station. It studied the region for price variances, competition, and how their efforts would impact other local service stations. It also tried to forecast what other entities might come into the region to help bring fuel prices down.

With the talk of a bio-fuel plant at the town of Taos dump as well as both Picuris and Taos Pueblo discussing opening their own gas stations, Kit Carson officials felt there was no need for them to pursue this project. "Do we really need to fill a niche that someone else will fill? We decided to step back and focus on our core businesses," said Reyes.

Concerning ways to reduce its own use of fossil fuels, Reyes said the Kit Carson fleet is fully prepared to start using bio-fuel if it became available in Taos County. Kit Carson is also looking at powering its vehicles with propane, which, while still a fossil fuel, runs cleaner than petroleum without the loss of performance power.

Workers likely to shoulder still-larger share of health costs next year.

2004 SEP 18 - (NewsRx.com & NewsRx.net) -- Employers are facing continued double-digit increases in healthcare costs in 2005 and likely will require their workers to pay an even greater share of the bill, according to a new survey of more than 900 firms.

The survey, released August 26, 2004, by Mercer Human Resource Consulting, found that employers expect healthcare costs to rise 12.9% on average next year if they leave benefits unchanged. But companies that participated in the survey, both those that buy insurance and firms that are self-insured, are only budgeting an average increase of 9.6% in their healthcare spending.

The firms are likely to shift much of the difference to employees in the form of higher required contributions and co-payment fees, or by limiting their choice of insurance plans, the report said.

That would mark the third consecutive year that employers have shifted a portion of healthcare costs to workers in an effort to keep pace with rapidly rising expenses.

Mercer said employers forecast a 13% increase in health costs in 2004 and ended up paying about 10% more, chiefly because employees were asked to pick up more of the tab.

Past cost shifting, though, has done little to solve the underlying problems driving up the price of healthcare, said Blaine Bos, a Minneapolis-based healthcare consultant for Mercer.

"If you get into an environment where you have double-digit inflation year after year after year, essentially both the employer and the employees are having to share a bigger and bigger burden and that burden at some point can break your back," Bos said.

Smaller employers, faced with an average 13.4% increase in health expenses next year if they maintain the status quo, will likely shift a particularly large share of the burden to workers, Bos said. That could mean some employers dropping healthcare coverage altogether, he said.

Many employers have already set their healthcare budgets for next year, but it is too soon to know precisely how they'll bridge the gap between inflation and their spending plans, Bos said. A significant part of the gap will likely be filled by cost shifting, but employers may also be able to reduce their expenses by taking advantage of surplus capacity among healthcare providers in some markets that could create competition. Some also have started disease management programs in recent years that are just now starting to yield savings.

But the factors driving up the cost of healthcare haven't changed. The general aging of the population means more workers and their insured dependents need more healthcare services. They're tapping into a range of new drugs and healthcare technology, but that is driving up costs as healthcare companies charge high prices to recoup the money of research and development.

Healthcare inflation is particularly acute in some regions with less and less competition, a result of consolidation by hospitals, medical practices and health plans, Bos said.

The survey of employers was released on the same day the Census Bureau reported that the number of Americans without health insurance increased by 1.4 million last year to nearly 45 million, about 15.6% of the population. That compares to 43.5 million people who were uninsured in 2002, about 15.2% of the population.

Some analysts attributed the drop to workers who have lost jobs, which provided their access to health insurance. Bos said the figures from employers could also signal that some companies have shifted such a large percentage of costs to workers that more people can no longer afford the insurance, or have decided it is not worth the expense, and have dropped their coverage.

The Mercer survey collected data from 916 employers of varying size. It was done over the Internet and by mail, with most of the data collected in July and August. The results are preliminary; the company expects to compile results from about 3,000 employers by the end of the year. Bos said he expect results in the full survey to echo the figures supplied by the first group of employers.
